The criteria evaluate:

- The overall municipal heritage enhancement initiative.
- Activities to engage and promote this initiative among residents, visitors, and relevant stakeholders.
- The presentation of the city’s plant heritage and floral displays.
- The management practices implemented to maintain this heritage while respecting natural resources and biodiversity.
- Additional initiatives implemented to enhance the quality of public spaces (heritage, street furniture, roadways, building facades, signage, cleanliness, etc.).
- The consistency of landscaping and its management across the municipality’s various locations.
